The 3 questions below were raised by Krishan Khanna, at a 2 day Global Summit on Social Business hosted by Nobel Laureate Prof. Mhd. Yunus in Vienna in November 2011.
There were in all, 525 participants from 40 countries. The discussion was on various topics such as youth, poverty, unemployment, micro finance, skills, education, terrorism, black money, war, health care, etc..The 3 Questions were what he asked the Speakers and Panelists.
“I am a technocrat, an engineer and a social worker in India. About 25 years in Business and 15 years in Social Work. If we could address the following three questions, our Planet would be a better place for us and our future generations…..but we seem to be hell bent to do just the opposite………………..WHY?
1. Tax Havens….why we do not need them…WHY?
World Leaders in Business & Politics talk of Ethics in Business, Corporate Governance, etc….BUT all of them allow Tax Havens to flourish? These double standards need to stop as soon as possible. This Black Money is probably owned in these locations, by less than 1% of the World Population who probably control nearly 20% to 40% of the world’s wealth…this is BLACK MONEY. The G-22, UN, Citizen Groups need to work on demolishing these ‘Citadels Of Blatant Corruption’ and see that all these funds are re-cycled into their respective Governments, taxes paid and a small portion of this is re-cycled into areas like Education , Health-Care & Social Business for the 3rd World and Developing Economies of this Planet!
2. Export of Arms & Ammunition since the last 66 years to the least developed countries of Latin America, Africa, ME and Asia…WHY?…Why not Export Relevant Education?
The least developed countries of the world needed education, primary health-care after the WW II…but what they received was the exactly the opposite,very freely, was Arms, Bombs, and Hardware for destruction of Human Beings! 9/11 was only one result of all this. The western border between Pakistan & India is lit up at night and can be easily seen by astronauts!. We in India have been shouting from the rooftops about terrorism from Pakistan…to protect our selves from constant infiltration…but the USA gave $50 billion as Grants and Aid, most was used for arms and ammunition against India…How sad for the two poor countries of this world with a combined population of 1.4 billion? Similar stories and past is already known to all in other 3rd world countries….What a shame! We now have children in Afghanistan of 10 years in age who can beat a trained soldier in the operation of an AK-47, but cannot read and write. Why? What exactly are we trying to prove??
3. Estimated expenditure of $3500 billion or $3.5 trillion on world wide Arms and Ammunition….WHY?
The total GDP of all countries is about $70,000 billion about $70 Trillion….so this expenditure on arms is about 5% of world GDP. This is ONLY meant for fighting each other on this little Planet….WHY? The Younger Generation needs to ask this Question…the older Generation is fossilized and I suspect that even their brains are inactive and dormant. This defense is NOT meant for some external invasion from outer space or for fighting the biggest problems on our little Planet. Even if this Arms Race could be reduced by 10% and the funds diverted to Education, Primary Health-care and Social Business, this beautiful world of ours would be truly be what it is meant to be…A Paradise.”
Quite what answers he would have received in that panel apart, the questions should cause all of us to pause and ponder. Please do give me your feedback and comments.


Just looking at the beginning:
“I am a technocrat, an engineer, and a social worker …”
My understanding is that a technocrat is a bureaucrat with a technical degree, but never does anything technical. An engineer works in a factory or the like handling machine related problems. A social worker tries to do some good with respect to people. Can all three of those roles be mixed in one person?
Is there any way to find out more about Krishen Khanna? I searched the name and came up with an artist.
My initial reaction to the questions are 1) they seem to represent some Marxist idealism that government spending is a panacea 2) they fail to recognize that social spending generates its own corruption with costs growing out of control while failures multiply. The US spends about 3 times more on the social categories listed by Khanna than we do on defense, thus, a 10% decrease in military spending could only produce a 3.3% increase in social spending, which would immediately be sucked up by unions.
There is a third reaction – that nasty third world countries that are most desperately in need of aid are the least likely to pay attention to social idealists when the money is actually spent.

Krishan, I am an engineer working for the government who does church related charity on the side, thus, someone who does a bit of all three of the technocrat/engineer/social worker role, but only the engineer role is done properly. Thus, I am curious about your CV and how someone can actually do three lives!
My home is in Fremont, California, which I understand is an honorary suburb of Bangalore, given that the neighborhood is about 25% to 30% Indian. With the imminent demise of the US postal system, we plan to outsource this to India and I will be given an Indian address at that time, but don’t have one quite yet.
Item 1 will be good to look at. Yes, I know that the typical corrupt businessman stole his $1 billion and stashed it in the tax haven. When justice catches up, he will be executed in public and I will shed no tears. At the same time, his fraudulently obtained wealth will be placed into a tax haven bank that will reinvest the money. My claim is that the money will likely still do as much good for society through the reinvestment as it would in the hands of any government.

I have no issues about setting up any number of Tax Havens….if any Non-resident deposits money in their accounts…they need to inform his Tax authorities in the country of his/her origin & also submit his annual bank account details to the tax authority of his country of origin…just like we do today in India…I have to submit all my annual bank statements to my tax officer with my annual tax returns!

The US tries to tax worldwide income which can be quite a nuisance if you had income in a few countries that are all doing the same. (Yes, I experienced this first hand.)
At the same time, I know very rich people who moved to the US and applied and received all kinds of welfare benefits plus preferred admission to universities for their children based on financial hardship.

So, as ever Commander in Chief can issue orders and it only takes a coward to follow them (or in some cases ignore them).
Over here it seems, Parliament has no real say. Blair made up his mind and then went to Parliament with his lies and conned them into agreeing with him. That doesn’t say much for the calibre or intelligence of our MPs….I’d worked out that it was lies and so had many of us.

It’s all about good bidness as they say here in Texas – and any right winger worth his/her salt knows taxes are a panacea to reinvestment – or so they say although it has not proven true. I think there are some misconceptions about the so-called Tax Havens (and I address this subject in particular because we are having the same debate in Portugal, right now): people who have money in these “havens” pay taxes, only they pay lesser than in their own countries or in countries where taxes are higher although lower than in the investor’s homeland (as a foreigner, one always pays less investment taxes than a national). Plus, due to changes in fiscal laws around the world, people who have accounts/money in tax havens are obliged to present formal accounting sheets and prove they have paid all the taxes and charges required to have money in such places.
I am not against Tax Havens, because countries under such category develop themselves with this sort of business. And when this happens it means families make a living, children go to school, infrastructures are built etc etc.
Countries/Regions like Turks & Caicos, Cayman Islands, Lichtenstein and Madeira found a way, or a business if you will, to support themselves and is it bad? No, because they are now bound by rules and regulations (this is not like in the 80′s or even the 90′s).
Demagogy against the rich & wealthy abounds…it is so damn leftist.

Tax Havens are something I call…Financial Engineering….a lot of so called “legit cooked books”…ask any good citizen of this world who is also a tax consultant and or CA…he will tell you if it is fair to the country from where these funds are originating…including India…

Nevertheless, any good citizen looks for legit ways of paying less taxes (even those who do not have the sufficient means to invest/place their wealth in tx havens, yes?
Financial engineering, accounting engineering is taught in business schools and when it is done within the scope of the law, I see nothing wrong with it. What is wrong is not to pay any income taxes at all…but even that is becoming a bit less possible in today’s world.

Well, I have nothing intelligent to add to the discussion. I like the questions because we should constantly be questioning. I abhor the amount of money spent here in the US for all the different guises of warfare.
I’m a socialist in ideals and admire the countries who give good value for high taxes (per my personal info from their citizens). However, most of these are not involved in warfare. They have limited military for self-defense and contribution to NATO.
I have always said that I would be happy to pay more taxes if, in fact, I agreed somewhat with how the government spends my money.

There seems to be a lot of confusing comment here, if not confused comment.
Take Tax Havens: Okay take them …. I don’t need them as I do not have enough wealth.
And that is the point….wealth…. the need for Tax havens (in the minds of the super wealthy) is simple because governments tend to tax wealthy highly, at least in the eyes of the wealthy. But i the eyes of the envious poor (and often not so poor) high taxes aimed at the super wealthy are “a good thing”…. if the se governments lowered these taxes sufficiently to entice the S.W.s back the the envious poor and not so poor would be furious…bye bye government.
There is another point…the suggestion that Tax havens not be “allowed to flourish” seems to me to be rather dodgy. These Tax havens are surely established in independent states with their own governments. Surely they should be free to carry on such businesses as they wish? Imagine the world wide furor if the USA or GB were to interfere in the governance of one of these countries.
If I were a multi billionaire and some authoritarian (usually socialist) government sought to penalize me for being rich I would seek to take my wealth elsewhere.
Here endeth my first comment!
Now, I wonder what Gandhi would have said?
“I cannot perceive of a time when all men will be equal. I do envisage a time when the rich will cease to enrich themselves at the expense of the poor and the poor will cease to envy the rich.”
I may not have the actual words absolutely correct but I believe the sense is the same.
This begs the question of how you encourage the rich to behave in such a manner. Over taxing them is certainly not the way.

I didn’t even suggest that:
I suggested that they should not be overtaxed.
Don’t forget that I come from the UK where we have differing rates of taxation according to income level.
If we were to put our post £100,000 rate up to even 50% we would loose a lot of people to tax havens.

Dear Friend in UK,
If you have a problem or an issue with taxation structures in the UK…you need to take up the matter with the British Media and British Politicians…maybe talking to your MP would be a good start….but avoiding taxes and secretly placing money into low tax or zero tax havens is OK by me, as long you report this matter to your tax office..otherwise I think you are breaking UK laws??
